User Account Control (UAC) is a new application in Windows Vista to manage user privileges. This Service is the reason you get a question every time you to install or manage programs in Windows Vista.
Like Microsoft say: 'UAC can help prevent unauthorized changes to your computer. We recommend that you leave UAC turned on to help protect your computer.'
If you feel you can manage without this invasive input you can turn UAC On or Off with the following steps:

Start menu > Control Panel > User Accounts > Turn User Account Control on or off.

Clear the 'Use User Account Control (UAC) to help protect your computer' check box to turn off UAC, and then click OK.
